Returns whether the gateway broker is ready for application registrations to be provisioned to it through Event Portal.
The broker is reported as connected when an Event Management Agent is assigned to it and that agent is connected to Event Portal.
Reading the Event Management Agent status requires the API token permission event_management_agent:read.
Without it, the broker is reported as not connected with an explanatory message.
